We cut this piece as a ruffle skirt over an integrated inner short. The wide waistband holds an elastic channel and an adjustable drawcord. It sits high on the waist, with loose tiers that flare out above the hem for free stride.

Tiered outer skirt
The skirt uses horizontal tiers of gathered fabric to build volume down to the hem. It falls loose around the inner short so fabric does not bind when walking or stretching.
Inner short underlayer
Underneath the ruffles sits a soft short cut close to the leg. It stays tucked out of sight while providing full coverage through movement.
Drawstring waist construction
